Today Jack is representing Canadian Culture at The Summit Meetings on the Preservation of Fresh Water at Wahta Community Centre in Bala Ontario (more details). Jack was invited by MP Dennis Mills to attend the meetings as a result of his Culture Flash articles and letters to Ottawa on the water issue.

The Issue at hand ~ Water

Apparently Canada possesses nearly 25% of the worlds freshwater supply . There are some 22,000 trillion liters of potable freshwater sloshing around in the Great Lakes.

There are 98.7 cubic metres of freshwater per person in Canada compared to only 9.3 cubic metres per person in the US.

According to the United Nations environment program, the world's thirst for water is likely to become one of the most pressing issues of the 21st century. Globally, water supplies are abundant, but they are unevenly distributed, with some countries having an abundance and others none.

The Federal Government has been trying to keep the issue of water resources out of their commitment under NAFTA. "If dealt with under NAFTA, they fear that one day Canada's water will be considered as a tangible good rather than an important natural resource".

"Canada has successfully lobbied the International Joint Commission for a temporary moratorium to be placed on removing bulk water from the great lakes. This commision has the authority to place such a ban under the guidelines of the International Boundary Waters Treaty Act of 1909."

"Globally many trade specialists see the new moratorium as a temporary case in which Ottawa and the provinces need time to devise a coherent water policy and pricing strategy."

You can bet your bottom dollar that, if the US was sitting in the cat bird seat on the water issue as we appear to be right now, they would maximize it's potential. I'd start at $1 US/litre and no bulk sales, LOL?

Article III of The International Boundary Waters Treaty Act states to the effect, that obstructions or diversions, whether temporary or permanent, of boundary waters on either side of the line, affecting the natural level or flow of boundary waters on the other side of the line have to have the approval of the US/Canada International Joint Commission.

Is it possible that the US will disreguard a 92 year old ratified international treaty, and start diverting Great Lakes water to New Mexico without Canada's approval?
